Device/symbol without a package..

All,

 

I have to do a wiring diagram for a pld system. I've made schematic symbols for CPU's, Relays, Circuit breakers, etc. etc. I created a device without a package and would like to add it to a schematic. It errors and says there's no package. Exactly like a Volage rail connection, or a ground connection. Why can't I do this??

    EAGLE always expects to have a symbol that is connected to a package.

    As soon as you are using a pin in the symbol you need a pad in the

    package. Can you draw the symbols without pins? Then you wouldn't need

    a package....
