is there a way to build sub circuits in Eagle?
I know about the duplicating script, but this would just create the
parts. Is there a way to group them together permanently to treat them
as one single part.

What if I would like to change position of a component in that group?! Shall
I modify the library?! all instances of that group will be updated to the
new configuration.
Only if explicitly issue the command to update the project from the
libraries. It is not automatically done just because something
changes in a library.
