Which setting in Eagle determines the distance between ground plane and the traces?
The distance between ground plane and the traces is determined by the
ISOLATE parameter only if it exceeds the distance specified in the DRC or
net class settings. Generally you leave the isolate at 0 and specify your
needs in the DRC spacing or net class spacings.
All the best
