How to get a 100% scale to a pdf

Printing from Eagle is the best way for this IMHO. Adding in a another step

(format) will inevitably lead to errors creeping in.

What you could to do is look how you can panelise your design in Eagle so

that you have several PCB layout designs in the board editor window.

This is trivial to do, by breaking one of Eagles golden rules.  You must

close the sch window and work only on the board editor.  saving the board

under a new name of course.  You can then Group, cut and paste your design

in the board editor window.

You can also with some messing about cut and paste different designs into

the same board window for printing.  I don't think it is ever a good idea to

run the same paper/transparency/photo paper, as it again inevitabley leads

tom poor pick up, or  small errors creeping in as the paper is heated sever

times.
