Open a terminal window in Ubuntu.
login as sudo
type sh "and the directory path where you have eagele"
I usually just drag and drop the eagle down load into the terminal window.
As for 64bit systems I don't know if it will work.

As for 64bit systems I don't know if it will work.
It does. I just used the file on their website and it seems to work
just fine. I was having trouble downloading because I had my router
firewall set to high. I have never had any trouble with any other
website, but after putting down to low just to download their files it
worked fine.

I can confirm eagle loads and works om my machine, 64 bit dual core AMD
athlon, on Ubuntu 8.10
If you upgrade from 8.04 make sure you nuke "/" and "/usr".
It should do it but I've seen it fail.
