Is there a good tutorial for using more than two layers in a design. We have a requirement for a 4 layer board and was wondering where I could find information for setting these layers within eagle

In the text box, enter "(1 2 15*16)". That will use vias through all layers. For blind or buried vias, you'll have to jump into the docs. It's somewhat cryptic and I don't know it right off the top of my head. HTH - Chuck
