There's nothing guaranteed about white but...
Normally, if you're using a professional PCB house, the silk screen
Gerber will be rendered in white. This usually contains the tPlace and
tNames layers (sometimes others, but those are most common). So if you
draw a rectangle in the tPlace layer then it should end up as a white
rectangle on the manufactured boards.
