ASCII export ALL pcb information

I see ulps for netlists, but our vendor wants a complete ASCII file like a

PADS ASCII file that contains All the pcb information. Is there a ulp or

anyway to create this file in Eagle 4.16?

I have used the Export_ProtelPCB.ulp for this purpose with some success. Our
board assembler wants a .pcb file for doing manufacturing analysis before
running the job.
