I think there are ULPs for exporting complete designs into script files
(which are ASCII) in the download section of the CadSoft website.

There are some ULP's for various export/import in the CadSoft download
directory. You might find something there.
We sell a tool (with support) that can export PADS ascii files from an EAGLE
schematic (for use with an external layout tool) and import PADS ascii files
into an EAGLE board file (for using an external schematic tool).
These tools just deal with netlists. It's not an import/export of a design.

I fear we are talking about completely different things.
No board house needs any ASCII file containing the complete design.
They only need the complete gerber files for PCB production. These are
generated by the CAM processor.
No parts vendor needs any ASCII file containing the complete design.
They only need a complete part list. You can generate them with the
EXPORT command, or (more comfortably) with some ULPs.
No assembly house needs any ASCII file containing the complete design.
They only need the parts plan (silk screen) and the part list, plus
eventually some additional detail information that is not contained in
the design anyway. You can even generate complete pick&place programs
for automated SMD assembly by ULP.
No customer of a design contract needs any ASCII file containing the
complete design. They are lucky with the original EAGLE design files.
So can you explain for what you need a "complete ASCII file", and what
exactly you expect from this file?

We use contract manufacturers that do the entire process from making the pcb
to testing the final product. Here is text from an email requesting the
ASCII file.
"Besides being used for machine programming and for generating the images
for our Manufacturing Process Instructions, the CAD data is also important
to me for extracting component information for the labor quote.
Per your e-mail sent on 11/11/08 that there was no ASCII file, so I went
ahead and manually Digitized the board using the gerber files that were
sent.
The ASCII CAD file is basically the text file output from your CAD system of
the board design. This file allows us to quickly generate machine programs
and work instructions using our CAM software. If we don't have the ASCII
CAD file, then we have to use your Gerber files to manually "digitize the
board" within our software to achieve the same thing the CAD file does, but
it adds 4-8hrs to our process and lends itself to error since it is a manual
process. This is why the ASCII CAD file is preferred.
I've attached instructions on how to output the ASCII CAD file from multiple
CAD systems. Find the CAD system that you guys use in the document attached
and then follow the instructions to output the ASCII CAD file."

The attached instructions did not list EaglePCB. I think what they are
used to dealing with is the ASCII output from PADS and Protel inwhich you
can select the entire design to export. It would be like taking the Eagle
.brd file and converting it to text.
I can email you a sample file so you can see what data is included if you
wish. I would do that out of the news groups of course.

So obviously they need the parts and their coordinates. Use EXPORT
PARTLIST from the board editor window and ask them if that file is
sufficient for them.
You can also use one of the pick&place ULPs that generate several
commonly used formats for assembly machines (but only for the SMD
parts). Perhaps you use them all and provide all resulting files - and
let your manufacturer choose the file he likes the most (i.e. which is
easiest to use for him). If he still complains, let us know about the
details.
Let me note that the nomenclature of that contract manufacturer is
somewhat strange and misleading. There is no common meaning of "ASCII
CAD file".
I can email you a sample file so you can see what data is included if you
wish. I would do that out of the news groups of course.
You can send me a file to my reply-to address if you want me to have a
look at it. Did (or: can) the manufacturer also provide a sample file of
the kind he is expecting from you?

I have used the Export_ProtelPCB.ulp for this purpose with some success. Our
board assembler wants a .pcb file for doing manufacturing analysis before
running the job.
