Pin swapping has no effect?

I am using Eagle v. 6.5. I have designed a symbol for a device that allows me to swap some pins. However, pin swapping does not seem to work. In the schematic I clicked on the pin swap button, then clicked the two pins I want to swap. The pin numbers stays the same...

 

I tried this with a 7400-series NAND-gate as well. No effect here either. Is this a bug or am I doing something wrong? I am sure that the pins have the same swaplevel.

    What number of swap level?

    0 is never swap!

     

    You can only swap pin with same level

    1 <-> 1

    2 <-> 2

    3 <-> 3

    ...

     

    Check the swap level of the pin on the symbol

    CHANGE Swaplevel  ...

    Thanks for your reply. Yes, I am aware of the swap levels. I have double checked and it still does not work. It is supposed to swap the pin numbers of the two swapped pins, right? Nothing happens - the symbol stays the same. Could this be a bug? I am using the Mac OS X version of Eagle 6.5, standard edition with schematic and board editor (no auto router) - I have not tried this on Windows or Linux. Maybe someone could try this in Eagle v. 6.5 and report if it works or not.

    must be on in order to actually select the pins.
