Ratsnest not creating ground plane

I have a double sided board with ground planes on top and bottom planes. I have done this for another board and it has worked fine before.

 

Eagle creates the ground plane fine for the bottom layer but not the top layer. I have checked the polygon definition and it seems fine (name GND and solid fill). I have also deleted the polygon and recreated it.

 

Any ideas ? I have attached the brd file.

    If ratsnest is showing no airwires you don't have a ground on the top

    side. Add a via named to match the name of your polygon to connect the

    bottom and top polygon.

    You have placed a POLYGON 'GND' over a Cutout-Polygon!

    Delete the Cutout-Polygon, then the GND-Polygon can filled the area!
