Is it possible to create a "area" of VCC or GND in the PCB? My objective is to create this area like a breadboard, where it has 2 lines (VCC and GND)

On the layout - create as many through hole pads using the Via tool as you want, then rename all the pads you want to be ground or VCC with the Name tool.
Also, if you "Clone" any pad, the new pad will retain the same net name as the parent pad, so cloning a ground pad multiple times will create a bunch of ground pads.
