I do this quite often in EAGLE. First off, the auto-router is going to be
no use here. So it will have to be done by hand. The good news it that
normally these are critical traces so they tend to get routed first when
there is very little interference.
The way to do this is to use the routing grid to your advantage. First
breakout from the pins if you need to and get to vias, preferably in a
symmetric fashion.
Then change the grid to
0.5 * (trace width + ( 2 * trace separation) )
Set the width to what you want and then route. If you place the traces
with one grid line between them then you'll have the exact separation you
need.
You can also put down restrict areas to give you the separation to all
other signals if you want. This is needed if you are going to use the
auto-router to route the rest, otherwise it will put traces or vias too
close and that will effect impedance. I think the rule of thumb is about
twice the separation to any other signals.
