I created a schematic. Did the layout (NOT routing yet). Then I change
the schematic, e.g., removing and adding components and connections,
etc. My *.brd file is NOT 100% updated even repeated save on the
schematic file.

Could you have had two instances of Eagle open? One with the sch and one
with the board.
Nope...just one instance. I guess I have to re-do the *.brd file.
