You can have Eagle show you your design boundaries but you need to set
that up for yourself.
The boundaries depend on the version and edition of eagle you have.
Prior to version 8 they were fixed width and height but now with v8 you
are restricted to an area and you set the desired height and width in
the settings, staying under the area restriction.
I'll attach a library to give you an idea for an approach.
This library only has one package, as an example. It is for 100mm wide x
80mm high. Just ADD that package to the board at the origin of the board
editor and that's the valid area for the free versions prior to v8. It's
drawn on the un-routed layer as there is only a low chance that that
layer would be included in any gerber or documentation files.
As a practice you could make the next most common size 160mm x 100mm
I expect for v8 you will need to set the desired size prior to
commencing the board and build a package guide for that size.
You can also turn off the beep in the settings.
Options > Set > Misc > Beep

Thank You I will give that a try going forward.
Part of my issue turned out to be that I was still using freeware
license even though I thought I activated my V8 std license.
