What exactly do you need help with? How to create a symbol in eagle ? or do you need help knowing how to recreate that symbol with the tools available (Arc, Circle) ?.
Also I may advise to use a more common symbol for a switch which is widely available in many libraries, that dome seems to behave like a push button, something like this:

I think you can try the tutorials genebren suggested in , or here is an Adafruit step-by-step tutorial as well. Another thing you may try is to create a part using an existing package and modify it to your needs. A Momentary NO (normally open) SPST push button switch may work for you.
