You are right, this is indeed the circuit to reproduce the KITT effect. What good times.
Where I am at the moment I cannot edit your schematic but I would suggest saving two diodes, D1 and D10, as there will never be a return signal in these two lines.

well, yes. You can saving or not. The diodes make an "serial resistor" about few Ohm's at about 1 volt.
May be then that LEDs may lightning a bit brighter without the diodes.
If you want to saving, just use a wire bridge instead of the two diodes.
