How do i make a graphical interface (os) for example an MP3 menu

I am just wondering how to make a user interface that I can create my own and apply it in to something that I would use with LCD or any devices I might create. I just want to know what do I need in order to create something like that

    What programing software do you plan on using?  For example if your using Visual Studio you would just have to set up some forms with buttons and have code assigned to the buttons.

    i will be using visual studio c#.  But taht is more like for making windowns application. i want to create my own menu so i can use it on a hardware i want to create. for example in arduino u program the chip and then u assing pins on ur board or commands to able to work. instead i want to use a software to control it.
