Apologies for stating the obvious, But have you tested the monitor on another device and/or the pi on another display?

If I turn on my Pi when the attached TV is off, I get nothing on the TV when it is turned on. This suggests that the Pi needs to sense the TV.
It may be that your converter is not sensed.
Check out /boot/config.txt for a way to force HDMI output.

I have a Raspberry Pi HDMI to VGA adaptor. Can you give some details about what kind of cable/adaptor you are trying to use?
I have used a VGA converter and it works.
Does the raspberry output to HDMI? or Analog? Are you just starting with the NOOBS files? Did you configure it to use a different video output?

if your are starting with NOOBS, the instuctions tell you to press a number key to change the output, so you could try pressing 1 or 2.
Options: 1-HDMI preferred mode, 2-HDMI safe mode, 3-composite PAL mode, 4-composite NTSC mode
Are you sure the Raspberry is getting enough power, so is booting up?
