RPi VerifiedPeripherals - eLinux.org is a working list to check if your adapter works. But the cheap cables DO NOT work.

There are "connector-conversion-only" cables that allow certain devices that can ouput VGA compatible signals on their HDMI connector to work.
But the cables that actually do the conversion have come down from about $20 to under $5. So... if you call $3.99 "cheap" then it is NOT true that "cheap cables DO NOT work".
Ebay scammers put up a picture of the correct converter, and then claim a price of $1 - $4. For $1 you get one of the lowsy cables, but for $4 you can get the correct one. I try to avoid those sellers as they pollute my selection procedure which is to sort-by-price and pick the cheapest one. By adding a different product for a lower price they end up being sorted wrong.
Like you say some work but too many do not! I rest my case and implore people to beware!!!
Well, apparently my cheap little dongles work with the PI 3B! Honestly, I never thought to even try them, since the PS4 didn't like them, and I 'assumed' the PI was a very digital signal too. I paid about $9 Australian for them on *cough*ebay. As others have said, be wary of dodgy sellers.
So, now personally I have two dongles (both work) that work in the Raspberry PI, xbox 360 & XBONE. Thanks for getting me to try it, haha!
