My Pi desktop is unable to reboot. The power is always turned off during the reboot process. Shutdown and Reboot give the same result. The blue power LED ring is flashing during the reboot. The process continues until the rainbow screen is shown before the power is cut. My PI desktop is booting from a SSD, and doesn't have a SD-card mounted. I've read that booting from anything but the SD-card results in an extra delay in the booting process. May this cause the problem? If so is there a solution to the problem? I have also tried a more powerful USB power supply with the same result.

Pi 3 Model B revision a02082, Linux raspberrypi 4.9.80-v7+, not using a SD-card

USB power supply 5V 1.8A
