I can't recall precisely what components were screwed together or not when I received mine. But you can get an idea by examining the assembly steps that were followed:

That link may help to determine what things I had to screw or connect.
Even if your product arrived in the same state as a non-used unit, you cannot tell if it has been used or not, if purchased from (say) an ebay private seller or some small reseller.
You'd have to ask them, but they might not speak the truth unfortunately.
I had to assemble mine as per Shabaz's post I assume you asked for the PI as well? I would say it's likely they assembled it to test it !
I just ordered mine (via Amazon) and received it on Tuesday and it came with the board attached.
