When the USB 2 is used the wireless mouse works.

When the USB 2 is used the wireless mouse works.
This may be related to the amount of power that's available for the USB devices and how much the SSD asks when in a type3 port.
Also electromagnetic interference can be a factor, I've seen WiFi drop out when using a USB-connected SSD with the Pi. It might just be marginal on USB 2. If that's the case, you can try different cables just in case they make a difference, perhaps try a ferrite or two around the cable, or re-routing wires slightly, or a different mouse or SSD. I don't knowit it will work or not though, these are just experimental things and it might not solve your problem. Short-term, if there's no issue on USB 2, you can continue to use that perhaps - it might not be much of a bottleneck if it is being used for some storage possibly.
I am guessing your wireless mouse operates on the 2.4ghz band.

Properly shielding the USB 3.0 peripheral device can help reduce the amount of noise emitted in the 2.4 GHz band. To illustrate this point, different areas of an external HDD were shielded, and for each case, noise emitted into the 2.4 GHz band was measured.
Or, as you have shown, you can just use the USB2.0 slots for the wireless mouse (it doesn't take so much bandwidth so that should be fine).
