Definitely not. Here are the system requirements: www.microsoft.com/.../windows-11-specifications
Processor is not supported, TPM is not available on RPi, etc.
all of these is bypassable. It also do not satisfy requirements fro Windows 10, but community get it worked. With Windows 11 it will be the same.
