Raspberry Pi B+ I2C cannot work

My raspberry pi cannot detect device. When I issued command "sudo i2cdetect -y 1", then I will always get:

I am not sure it is a hardware or software issue.

 

Can anyone help me on this please?

    Currently I only connecting SDA1 (GPIO2), SCL1 (GPIO3) and GND (Pin 6 in J8) to my device.

    Do I need to enable I2C0 (ID_SC & ID_SD) as well?

     

    Can you explain more?

    Rasbian may need driver code enabled for any I2C. Follow link above for how to.

    Add "dtparam=i2c_vc=on" to config.txt and reboot, but the problem is still the same

    I see the version of linux is older 3.18.11+ from April 21, 2015 which probably is Wheezy. Can you update to Jessie which I am running?
