It's hard to tell what your idea of a temperature tester is from your question and the product you've picked out (which as far as I can tell is just the cheapest PT100 RTD available on Newark). From your question it sounds like you want a handheld meter, but from the sensor it seems like you just want to play around with RTDs? If you search for PT100 Resistance Table you'll notice that you need a fairly accurate way of measuring the resistance, in practice that means a good current source and a differential/instrumentation amplifier.
If you're familiar with microcontrollers then a development board for something like the MAXIM MAX31865MAXIM MAX31865 all-in-one solution with its SPI interface could be interesting? You can also find a lot of application notes on how to use and build circuits for reading RTDs, like this one from Ti or this blog post from Ti listing different circuit topologies.
