The HV converter require 24V power supply and some analog voltage signals. I connect two 0~10V voltage signals to the pin of HV converter, 10HVA24-N1. However what I get from the output of HVA is 0V. Is there any thing wrong with my wiring?

Interesting device. Reading through the app note that is available on the manufacturer's website I noticed that pin 11 can be driven by TTL. The app note suggests that the level on pin 11 must be at least +2.4V to enable the converter. Are you satisfying this condition?
As dang74 says. it may be related to pin 11. A couple of resistors could help provide the right input to that pin. The resistors below will provide about +4V to the enable pin, which is within its supported range. You should be checking with a multimeter.
The connections look fine, can you test with a different unit? maybe is damaged.
What are you doing with the current-limit programming (pin 13)? If that input is arranged like the voltage programming, it will default to zero without anything driving it.
I have tested another same model HV converter, but likewise.
I just finish a test today, and the pin12 voltage is controlled with an additional 10V AO, but the HVA output is 0V. Interestingly, when my AO is connected to pin12, even though I program the AO to be 10V, the actual measurement shows 0V. And once I remove pin12, my AO can be detected as 10V again.
Pin 12 is the current monitor output. It will output a voltage that's proportional to the HV current being supplied by the module. Hopefully there's enough resistance in series with the output that you haven't damaged it by back-driving it with a voltage.
The programmable current limit input is pin 13.
Pin15 is the same as pin 6
