ECM motor module repair

imageimageHi guys I need help to fix my ECM blower motor module. It third time I am replacing motor on my water heater tank that works on natural gas. Each time the motor cost me 1850$ plus the labour to replace it.
The motor runs on 120v and speed regulated by contrôler by giving 36v duty cycle. The problem with the motor module is that it is stuck on high speed which is 100% duty cycle. I am sure it is one of the components on the module is defective that can replace to fix the problem. I don’t know how to upload the pictures.

    Hello,from looking at photo i expect the power comes in the 3 pin connector (at 5oclock) then fuse and NTC and bridge rectifier at 3oclock,that feeds caps at 1 oclock are you able to measure under the board at these caps  are the caps in series or parallel if there is a dead output IGBT or fet or bridge rectifier it can be measured across the caps. the IGBT or fets look about 10 oclock,can you measure for shorts across 2 pins of any of the IGBT. or looking from the center outwards is there a black mark on board under IGBT or Fuse or NTC
