A hall effect sensor should naturally count revolutions if there is one sensor and one point of passing proximity, rpm is a calculated value.
Connection diagrams rely on the materials used.
For more assistance, please post your one line diagram and materials list.
The Interested party you refer to might ultimately not have the answer, wasting their time as well as yours. It's more productive to just post it online for all to see.
if this has a Hall efect device or just a reed switch you should still see a pulse when the magnet is in proximity,(just using a multimeter.

What value I should see on the multimeter? I guess it should be Volts, but in what range? Power supply is 12V dc.

Does it mean that the sensor is the same for the tacho and revolutions counter? The difference is in the digital display? where either summationor calculation takes place? I wonder if you can see the diagram that I believe I have posted on the website? It shows the model of digital display.
For photos/diagrams, the Insert -> Image/video/file menu item needs to be selected.
Then, in the popup that appears, click Upload and choose the file, then wait for the image to appear in the popup preview, then click OK.
