It is a digital position readout. There is an encoder strip that is attached to the saw, and this device can read the encoded position and create a reading that tells the position of the fence.

While technically possible, I am not sure that you could beat the current pricing of $81.00. (see below)
The linear scale and optical encoders could easily exceed the $81.00 price. And you would still need a LCD, switches, microcontroller and a case, not to mention all the necessary mounting brackets and such. I do not know of any available code for such a module, meaning you would need to do it yourself. A lot of work, with questionable accuracy and functionality.
