Do you think a framework for building and implementing a (simple) SCADA is needed?

I hear a lot of people talking about the annoyance of price estimates (meaning they don't get a clear, transparent price from the beginning) and the costly engineering that seems to never end.
Do you think that a step-by-step, clear process and course of action from A to Z would be beneficial for companies?
And I'm not talking here about SCADA software, like Ignition.
I'm talking about using Ignition to build and implement a fully working SCADA solution, customized to your company BUT you know the price and the methods that will be used (it's a replicable framework to get similar results for multiple companies - and the results would be a SCADA solution without the headaches of the unknown prices and engineering characteristics).
 
Do you think the industrial space could use something like that?

    No more senseless layers, please! And will this monster be open-source or just another windows thing. I don't know why you must reinvent the wheel? They built it for folks that are addicted to W11, etc. Both Java 8 and above and C in a Linux environment all support booting and then starting a scheduler.

    Open-source. And I don't think I'm reinventing the wheel, but rather optimizing an otherwise difficult process by reducing engineering time & cost. It's not a "plug-and-play" product or anything, but a Modus Operandi that removes the headache of confusing prices and over-the-top engineering. What do you think about that?

    I work/worked on Flight Simulators, you need all sort of custom hardware, while not, Plug, and Pray. ie USB is Plug and Pray, as when you reboot a device at the end of the chain, ie slave, You don't know what address its coming up at.  There is a unified comm system (CANaerospace) with a data dictionary on the server. It is very nice as for any instrument you know the quantity, pressure, etc btw not only do you know the quantity but also the format fixed, float, or Split-Hex (for the radios) as the payload is only 8 bytes. 

    I get from my CANbus chain to a protocol converter which is now ethernet! 

    This is fairly straightforward and could be in industrial control as well, aka CANbus. 

    Also I don't think your monster can keep up with the Data on the NAVbus as it's 100 fps. and that is not in CAN as this frame has Alt from the center of the earth, Lat/Long /Yaw+ Speeds, and the Accelerations in the aforementioned axis. 

    You have to understand the radios need A/L/L to pick a spot on the earth. 

    This application is math-heavy without the window crud.
