radar mechanism to monitor diy radar reflectors made on aluminum foils or tape or cd, any alternative to radar?

We have a study on implementing a ship's radar design and mechanism in the forest where on a bunch of trees there's a radar reflector and that radar reflector can be seen in the radar but a radar will cost much so we're trying to find a cheap way

 

can a software design radio be used? or not?

    None of the four discussions help much sadly. The vague description across all four discussions raised by Raymond vary a lot, and ships are discussed in several. That, and based on the fact that the OP is clued up enough to mention a particular technology (SDR), all I'm certain of is that this is not a school project.

    I'm ok with people asking for help with "non-disclosure" type projects that maybe they wish to turn into a marketable project, but when asking for help they should at least provide the information required so that the question makes sense. Most "secret" projects can be explained in a way that doesn't reveal the patentable information.

    I should add that it would be best to be honest and transparent - let people know it's for a non-disclosure type project. For example "I need to keep parts of the project secret because it's for a competition" or "...because I hope to get a patent".
