Perhaps though there needs to be a semiflexible version so that you can bend it into a shape and it will then hold that shape, otherwise we are back to the EL wire problem you had. Also perhaps an easier way to cut it to different lengths.

If it is silicone sleeving then perhaps not the easiest to glue unless you prime the surface first with something like Loctite 770. However if you use enough hot glue then you might get a C-clip type mechanical connection with it once it solidifies. Perhaps difficult to keep neat and tidy though. I was thinking more of open wireframe type skeleton designs with the LED filament shapes mounted between two points of the frame, but that's not going to work on its own.
Spraying it with some sort of lacquer that encapsulates it and hardens once it dries might work. Or inserting it into clear tubing which can then be manipulated with a bit of heat.
Engraving Perspex/Plexiglass and inserting it into the groove could work quite good in some cases but the light may bleed in such a way that you don't want it to, and you are likely to get reflections which you may not want. (Although I would like to find out more about various edge-lighting techniques.)
