Azure Sphere device cannot connect

I have installed per the instructions and all goes well until I try to connect to the command prompt, it says it cannot connect to a device. I went thru the debug prompt , monitoring it with putty and this is what the console reports

    If i attempt to run a command in the Azure development command prompt I get

     

    error: Could not connect to an Azure Sphere device. Please check the device is correctly connected.

    error: Command failed in 00:00:00.4698759.

     

    IF I use the debug serial port I get what I posted earlier.

    I rechecked the install and everything in the troubleshooting guide and everything otherwise looks correct

    OK, last thing to try, is a recover command.

    Recovery is the process of replacing the system software on the device using a special recovery bootloader instead of OTA update. The recovery process erases the contents of flash, replaces the system software, and reboots the device. As a result, application software and configuration data, including Wi-Fi credentials, are erased from the device. After you recover, you must reinstate the credentials (if any) and reconnect the device to the internet.

    Before you do this, plan all the activity that must be repeated and capture any details that may be pertinent.

    I still get

    Did you install the TAP driver on what I think is a Win 10 machine. If it did not get installed, please reinstall the software to get it.

    I reinstalled everything fresh, and used a 2nd fresh PC, installed everything again and am still getting the same output from the debug serial port and the same error

     

    The Tap driver , USB drivers , IP address are all correct. The new PC also is fairly fresh and unused.
