typically PLC's are not just a chip, there a SBC (Small Board with many chips including a microcontroller
given that, An Arduino or something would be a good place to start. once you have a design, the circuit can be "Hardened" to make it suitable for commercial use and also simplified as many parts on an Arduino will not be needed.
To help more than this, I would need to know more about what this control (PLC) is going to be expected to so, are there displays, keypads, other IO, temperature sensors or other sensors etc etc.

What is a Arduino
The appliance is a gas heater, its components which need to be controlled are below
240 volt pre heat element
240 volt fan
240 volt pressure switch
240 volt gas valve
K-Type thermal couple
a remote thermo stat will be used to switch the appliance on/off/low fire / hire fire
all the above need to work to a particular timed sequence and the thermal couple needs to monitor temperature
The boards i have seen which can carry out similar operations are a PCB with a logic chip on, with my very limited knowledge is the chip the brain which makes all the components work in sequence ? this would be the part which i need?
