Usually there is drawn the board contour in layer 20, Dimension
beginning in the coordinates origin, 100 to the right and 80 mm up
in y direction.
You could do this in any layer..

Yes sir seen that I completely didn't put two and two together on that one I started by clearing that and doing the geometry for my PCB, which unfortunately does not fit. Thank you for your response though.

Strictly speaking, it's the component placement area, not the routing
area. You can route traces outside the 100x80 area, but you can't place
components outside that area.
The distinction can be important. My current project barely fits inside
the 160mm x 100mm component placement area of Eagle Standard edition.
I've made my board somewhat bigger so I have room to route traces to
components placed such that their pins are right on the edge of the
placement area.
As others have said, when you create a board from a schematic using the
Light or Standard editions, Eagle automatically creates a board contour
in layer 20. It's just a "wire" in layer 20 with no special attributes.
I change this contour line to another layer (I use layer 49 - Reference)
and to another style (dash-dot) to make it distinctive. I then create my
new board contour in layer 20 so the board house knows the dimensions of
the board.
If you're not seeing a 100mm x 80mm board contour pre-drawn for you, I'd
guess you're creating a board without a schematic. In that case Eagle
doesn't pre-draw the board contour. You can easily draw one yourself. If
you want precise positioning, set the grid to mm or use the command line.
