Go to element14.com, search for "Raspberry Pi" and select "MCU / MPU / DSC / DSP / FPGA Development Kits"
It Does not seem you can preorder, you can register your intrest at http://au.element14.com/raspberry-pi/raspbrry-pcba/sbc-raspberry-pi-model-b/dp/2081185
but to register you need a SALES tax registration number, As a individual common man.. i dont think, we have one. Is there any other way to solve this?
