There's a mob here that uses accelerometers and cameras mounted to our bus fleet to scan the roads on a nearly continuous basis:

I didn't quite specifiy enough when I said:
(such projects require several skilled PHD+ level engineers with adequate resources in terms of computing and software tools).
Having access to a fleet of large vehicles repeatedly traversing the same route must help as well !

an accelerometer is a way to go if you want something that will give accelerations in 3 dimensions, as your wheel is not moving in one plane, even though that's what it looks like. this is very result oriented, maybe a camera which scans the road, and maybe some LIDAR sensors as well.
