Well, the display is working, at least for some time (Rigol logo can be seen in the video). I would say that there is faulty flash image or something similar, bad RAM or something similar. Boot sequence is able to display logo, but halt shortly after this. If the scope is new and under warranty, I would suggest to contact the vendor and ask for exchange.
