Well, the display is working, at least for some time (Rigol logo can be seen in the video).
I would say that there is faulty flash image or something similar, bad RAM or something similar. Boot sequence is able to display logo, but halt shortly after this.
If the scope is new and under warranty, I would suggest to contact the vendor and ask for exchange.

Yes, The scope is new and under warranty, But the vendor in China and I'm in Egypt to ask for exchange. I ask for what can ÷ do any thing to reset the hardware or something like that

In the video, it doesn't seem to go black. It shows the Rigol logo till the end. And a healthy green power button LED.

I'm sorry, I mean by black screen that It shows the Rigol logo, I leave it on for 5 min then the message appears to reopen and repeat the same sequence
Get a photo of the error and contact the vendor. If it's new, don't try to reset anything yourself and use the warranty. Even if this is a hassle because being international.
