The spartan 6 board is not getting detected in ISE. The connection is via JTAG. The board is getting powered on but it is not getting recognized when boundary scan is carried out in select target device phase. Kindly help in resolving this issue

Since the latest ISE version (14.7) uses a Virtual machine, please make sure the relevant USB-JTAG device is attached to the VM in the VM settings. By default all devices connected to the host are not connected to the VM.

You could try a different programmer. Either in the VM, or outside it (by transferring your bit file to outside the VM).
There are lots of different programmers, for example you could even use a Raspberry Pi as a programmer. You'd have to google to find a decent one. It is fairly common, because there were at one time a fair amount of plug-on boards for the Pi or BeagleBone Black that had a Xilinx FPGA for experimentation, and they needed a way to transfer the data. If you google "Raspberry Pi Xilinx Programmer" or similar, you'll come across it.
