I use the power adaptor provided in the accessories box and I connect it to the AC power source (220 V, 50 Hz ).
I have a Rigol DHO924S and it comes with the same Liteon PA-1650-58 supply.
It works.
It is quite slow to boot up - maybe a minute or so.

Do you know how to ubdate scope firmware, I download the file from Rigol site "" rel="noopener noreferrer nofollow" target="_blank" data-e14adj="t">supportint.rigol.com/.../software-firmware-download.html"
It looks to me as if the scope must be working to update the firmware - you put the new code on a USB stick, plug into the scope and open the file. Which means you need to have it working well enough to work the disk management functions.
There is a .pdf file (which may have cold boot instructions) at the link you gave me but it won't let me look at it (no password) but you might be able to look.

Nope. He has a 15V 3A PD supply (so could supply different voltages) but the manual he is reading says he needs 12V 4A.

Yes, sorry, you are right, it does both. The scope manual he is referring to says it needs 4A at 12V; a newer version of the manual says the scope needs 3A at 15V. Either way, 12V/3A is not the right supply power.

Yeh....especially during the startup tests which might explain why it gets so far and then restarts. It's quite a slow startup machine from what I can see.
I send email include the photo of power adapter to Rigol service, But he didn't mention that the problem is charger he said that the problem is software. "

The Liteon psu that comes with the scope does provide 15V at enough current to work the scope. The scope current starts off at about 0.8A and rises in steps during boot up.
I had a lot of trouble with power sources and cables and the order of starting things to get the FNB58 to work. Other USB monitors that I have don't have the correct gender of connectors to connect the Liteon psu to the Rigol. The FNB58 only works if the scope is connected after the FNB58 has woken up. My power bank can't work the scope - its OK until the last stage of the bootup ( scope screen lights up and the scope display shows along with a lot of relay clicking) the current goes up to about 2.3A at that point.
I don't think Ahmed has a psu problem - I've proved that the scope draws about 0.8A when showing the Rigol name so his psu is at least that functional. My scope has the same psu and works fine.
If he had a faulty psu that couldn't manage full working current he would get the relay clicking or other signs before it cut off.
